Compress a jpg to under 30kb

So I'm filling out a form for an important thing online and the issue is, they need a ".jpg" (can't be jpeg) of my signature and that has to be under 30kb, I took a picture of my signature and I tried compressing it with various websites but the least they did was 47kb, and they refuse to go any lower, what do I do

I like to use either Photoshop or Lightroom when I'm compressing an image.

Is there a resolution minimum/maximum you need to follow to?

How large is the image (width x height)? The first thing to do would be to lower its resolution. Use an image editor like Gimp to resize the image and select whatever quality you want while saving it.
