Is there a 3ds emulator for pc where I can take my modded 3ds sd card and it can act like how the 3ds was?

Citra is great and gets consistent updates. Compatibility with games isn't 100% though so your mileage may vary. Works great for games like Samus Returns that feel horribly trapped by the screen size.

 

Games loaded and ripped on your SD card will work so long as you dumped your AES keys, otherwise they will need unencrypting. Save data will need dumping too. So technically, yes, they can be loaded off your SD card, but likely you'll want to just copy all your .cia's locally!
