So I wanna buy a Bluetooth adapter that would work with a Dualshock4 controller, but I'm not sure on which ones would work. It says that the Dualshock4 is compatible with Bluetooth 2.1 but does that mean that it will work with Bluetooth 2.1 and above or only 2.1 and also does the adapter need to have EDR?

Unless something has changed, dualshock4 controllers only allow a wired connection on PC without doing companion app tinkering.

No, dualshock4 controllers can connect to pc via Bluetooth 2.1 all though I'm not fully sure what that implies.

Interesting, well how bout that. 

The Bluetooth revision shouldn't matter, as the chipset will communicate on whichever version the devices communicates on, so long as the chipset supports AT LEAST that version.

So is EDR not required then?
