Budget (including currency): idk like 200 euro (some used some not used parts)

Country: Romania

Games, programs or workloads that it will be used for: Gaming, mid-spec gaming, like csgo (sry i meant cs2), mk11, mc etc (i will have a good experience with 32gb of ram)

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Dell Optiplex 7040, Tower, Intel Core i5 6600 3.3 GHz, 32 GB DDR4, 256 GB SSD SATA

What to get rid of and what do i get for a good upgrade.

The ram i know thats basically almost overkill.

The ssd, yes thats 1 but i have another ome of 512 gb and an 250hdd, im planning to put an m.2 of 512 gb to have my boot drive in there and the games i want to play at max uhhh speed?

Resolution for me even 720p is fine and 60hz aswell.

RAM is fine. Unless you can recoup a significant amount of money from selling half of it, just run the 32 gigs.

 

Your biggest limitation is going to be your power supply, so you'll need a GPU that doesn't draw a lot of power. A 1050ti is a common choice for pre-built office desktops like your Optiplex. You have plenty to choose from, since your tower chassis has enough room for full-height cards.
