My cpu doesn't boost after installing new gpu

Hello, first of all I know that my psu is limiting everything rightnow and a new one is on the way,, 
However I got a rtx 3080 with my 5600x, I had before it a gtx 1050, with the gtx 1050 my cpu was boosting 4.650mhz normally whenever I play anygame, now after installing that gpu it reaches that freq for one sec or something and goes down to 4500 mhz or something, like is that normal! is it 100% related to the psu capping? 
Is that capping would make fps drop in fortnite for example from 130fps max at low quality to 20 or something!!!!!
also in valorant i get lower fps with that 3080 than the 1050
but when I play fh5 or something like that I get a stable 100%usage from that 3080 on ultra settings
IMagine i get 150fps in league of legends average and drops to 120, on the gtx 1050 i get 240max190average fps XD

Fortnite ultra 18sec gameplay
fortnite low 35sec

I'm sure that this is not caused by 150mhz boost frequency difference !

First of all, a PSU is not responsible for your frame drop. If it didn't have enough power, it would just turn off immediately after overheating.

 

Second, did you run DDU before installing the new drivers?

Your CPU is not boosting as much, most likely because its getting hotter from all the heat that the 3080 produces. The GTX 1050 barely produces any heat in comparison.

I did use DDU properly, my cpu is not heating, it used to reach max boost at 70c, the 3080 is barely producing any heat in fortnite, the 1050 used to produce 70c max at 100% load which was the default usage in any game, so! why is it dropping that hard in fortnite/valorant/lol  
and in AC/FH5/HaloInfinite/GhostRunnerRT, everything is just working fine! 

Like even that poor 1050 gives me 90~150fps in fortnite on the same graphic settings I used in the second attached vid ._.

naah, i tried tweaking every possible setting tho, same results, still with that gpu my cpu doesn't hit 4.6ghz, on the other gpu it hits 4.65ghz stable all gaming time 

- yes I confirm that after setting it to auto it was 2667 in windows.
