rx6800xt not posting

I got a second hand rx6800xt for next to nothing, because it wont post. I was hoping it was just a bios issue or a mining bios. that does not appear to be the case GPUZ doesn't detect the card. I took the card apart and cleaned it looking for anything obvious, I found on the back of the dye one of the small components looks to be damaged(see attached  pic). could this be responsible for my dead GPU (probably) and if so is its worth trying to get it fixed, or should I cut my losses and look for a new GPU. any advice is greatly appreciated. IMG_20231212_134022185_HDR.thumb.jpg.76ecef9bdc4d897557410fd8759c45b9.jpg
