Budget: € 3000 EURO

Country: Netherlands

Usage: Gaming (also VR gaming)

Other details:
i currently have a computer that has:

  • CPU: i9-9900k
  • GPU: ASUS ROG Strix GeForce RTX 2070 super OC edition (ASUS)
  • Motherboard: ROG STRIX Z390-F Motherboard
  • RAM: 32GB (4x8) of DDR4 2666mhz (Corsair vengence RGB PRO) running at 2600mhz because 2666mhz was constantly crashing...
  • PSU is a Vengence 500 watt. yes this works somehow
  • case: Carbide Series 275R Mid-Tower Gaming Case — Black
  • Display: 2 Monitors (one 1440p 144hz trough Displayport the other 1080p with HDMI to just have another window up while gaming or doing anything else) VR headset is valve index.
  • Storage: I currently have 2 NVMe drives, 1 sata SSD and 2 HDD's

don't need wifi, using an ethernet cable.

I want to look at upgrading this, I already figured out, I think.. that would almost certainly means a new motherboard and thus new CPU and possibly a new GPU but i have no idea what to look for.
I want to be able to play games at 1440p with at least a stable 60fps, currently most recent games can barely run at 60 fps on the lowest settings with DLSS on performance and even then it constantly drops below to 30 and sometimes even lower than that
now I keep a decent amount of stuff open so that's on me, but even if I close everything but the game I get at most 2-7 more fps, I tried.
I don't need to be able to run everything on ultra but more than low would be nice because combined with DLSS on performance its starting to look quite bad.
I feel like I would need to buy a whole new PC because mostly everything barley fits in my current case

so i am looking for advice on what parts I would need to build an entire computer (except for storage, that I can figure out) and to be able to play games at 1440p and in VR or other advice because I have no clue.

I would personally do a GPU upgrade. But if you want a full system upgrade for 3000 euros: (also how does that psu work)
I can't justify a 4090 with the 400 euro markup rn, so xtx we go

Replacing the system makes the most sense.

A new case with USB-C front panel port.

NVMe pricing is very good at the moment. Consider replacing multiple drives with a single 4TB unit.

An ATX 3.0 compliant PSU for better transient handling.
