the maximum speed is 4.40 ghz..

On a single core. The more cores used, the lower the max boost speed.

I bought a PC recently. My CPU clock speed is not increasing above 3.98 - 3.99. Sometimes it goes to 4.01 but stays for 1 or 2 seconds. My CPU is Intel Core i5 12400F and paired with RTX 3060

Is this during gaming or idle?  If its during gaming then 4ghz sound about right, it wont turbo to 4.4ghz and stay there during all core loads.

Remember to list your entire system specs when asking for troubleshooting information. It helps people understand what's going on with your system and helps get a solution faster. This topic should help with that. Thanks.

For all-core workloads, the max boost speed of the 12400F is 4.0Ghz, so your CPU is operating as expected if what you are doing is able to use multiple cores.

the maximum speed is 4.40 ghz..
