random fps dips to 0

I think the cpu is just too slow.

You can try reducing background processes to reduce cpu load and also disable stuff like c-states or other power saving features to minimize stuttering.

my pc, pentium g3258 oc @ 4.6ghz, gtx 970, and h81m-c motherboard while playing games will suddenly dip to 0 for about 10 seconds and go back to normal. sometimes the game just crashes. this only happens in valorant, fortnite (very frequently), and doom eternal (very rarely). i had thought it was a cpu bottleneck so i used a old gpu (gtx 650) and the problems still happens. i am planning to upgrade to a i7-4770k but i am worried that it is another problem.

That CPU is not really meant for gaming, I'd just upgrade. That will more than likely fix your problem.
