I got a

r9 5950x 

Rog crossfire darkhero mobo

dominator plat 32gb 3600

evga 3070ti ftw3

100w corsair psu

h150i corsair water cooler. 
 Playing cod. My cpu is sitting about 30%-36% 

ram is about 50%
and gpu is 98%. 
kinda annoying bc I have been getting a lot of spikes Of fps drops.

I wouldn't really say that there is a bottleneck here.  Everything seems very well balanced.

Yes, and with the limited information we have it sounds like exactly the kind you want. There is nothing wrong with pairing Zen3 and Ampere.

CPU usage is probably a bit higher than it appears because it will be heavily utilizing certain cores, you can even have several cores maxed out and still have under 50% "average" CPU usage. Games don't always properly utilize all cores.

Maxing out your GPU with some headroom left over on CPU for background tasks is about the best balance you can get.

Zen3 and Ampere was probably the majority of new gaming PC builds for a period of close to two years.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

One is 3440x1440, the other 5120x1440.
