9600K is not a good CPU for newer GPU's.

yes it bottlenecks a 4090 at 1440p.
But a its going to be GPU bound with a 4070ti at 1440p. 

OP has a 1440p screen. They should play at 1440p.

at 480p you can bottleneck a 1660 with a 14900k/7800x3d and be CPU bound.

If they are not getting more FPS and the GPU is not maxed out, guess what? It's a CPU bottleneck.

Errr no you cannot, not in the game the OP tested.
