Do a paperclip test on the psu. See pic.
 

if it turns on, that eliminates the psu. It could have been damaged by the motherboard going out (and prior psu could have been killed too because of a mobo fault). 
 

If PSU turns on fine, If you unplug everything but cpu and motherboard power, does it still do the blinking? If so, motherboard is toast probably.

so i have a ryzen 5 5600 and asrock B550 steel legend and a rx 6800xt oc. one day the pc just decided not to turn on and i got it checked from where i bought my stuff and they said power supply issue and gave a me a new PSU under warranty and after i changed the PSU and turned on the PC smoke came from near the PCIe slot where the GPU was. so i turned it off and tried to turn it on without GPU, everything works fine ( no display since no gpu, everything fine as in pc turns on and all fans turning and leds on). when i plug the GPU in to the PCIe slot and turn it on (without the power cables plugged into GPU) power comes to the mobo as leds turn on and like for a second the fans turn on and then just stops but led lights are on. when i plugg the power cables into GPU and turn on some leds near the PCIe slot keeps blinking. what is the issue? is my GPU dead or is the mobo dead?

Have you plugged the GPU into a different slot for testing? If yes, it´s probably dead.

If not, try the following:

If the GPU appears fine (has no burned pins, traces, components or black stains on the PCB), plug it into the other slot, and see if it works then. Chances are that it got fried along with the slot, but maybe it survived. Also just inspect the motherboard for burned spots around the PCIe slot that smoked, as well as the slot itself, for good measure.

i tried the second slot and the led lights near the PCIe slot started blinking as well as the asrock logo. so i unplugged it from the slot while power cables still connected to the GPU turned it on same thing happened ( led lights near PCIe slot blinking). so i unplugged all power cables except the 24pin and the cpu power cable turned it on and the same thing. i cant seem to find any traces of anything burnt on the GPU side  (i dont think the GPU is dead yet (atleast i hope so)). and from what i have searched up, it seemed to be a power problem? but this is a brand new thermaltake GF 850W gold PSU

Does the motherboard show any debug codes? They should be showing on a 7-segment-display somewhere on the motherboard.

I´m guessing because the first one burned up.

Why is the GPU in the 2nd PCIe x16 slot?

Thermaltakw GF 850W gold. Both PSU are same since I got the second one under warranty as the first one they said was faulty after checking everything. 
 

and as for the second slot, I just plugged it there to see if it works, because from the first slot it doesn’t seem to work. I have been using it from the first slot and thought might give it a try. 
 

did the CMOS battery removal too and not working.

Yeah thought it was this so tried the other slot. But I can’t seem to find any trace of burning on the PCIE slot or the gpu. From what I read it must be a psu issue?

It might be, but I´d still like to know if the board shows debug codes on its display.

Can’t see any display thing for the code on mobo. There was some activity on the boost and vga, dram and cpu leds. But after I plugged gpu into the second pcie slot the mobo led blinking as you can see on the video started happening. After that the (vga,dram,cpu,boost ) leds didn’t blink or do anything. So i don’t know how to tell you the code

Oh, my mistake, had the wrong model. Yours doesn´t have a debug display, sorry for the confusion.

What it does have, are POST status checker LEDs (see image). If one of them is on, that means that the corresponding component isn´t functioning properly.

Edit: I have just realised that  you already told me what I wanted to know.. sorry.

What that means ("that" being the LEDs not being on) is that the motherboard thinks everything is working. Which obviously isn´t true.

Do what @Whatisthis said, but be aware that the PSU fan turning doesn´t mean anything, it´s a good sign, yes, but the voltages might still be unstable under load.

If you have another PSU (maybe from another computer) test with that.

If nothing brings it back to life, tell the place that gave you the PSU that it blew your computer up.

Yeah with just cpu and mobo power it still blinking. Connected PSU to a friends computer everything works fine. Tested everything, looks like the mobo and GPU dead. I got the GPU this June. It was RX 6800xt oc . Now I don’t even know what to get.

Tested the PSU on another pc. Everything works fine except mobo and GPU. So gotta get new ones. Still can’t believe it. Got the New GPU this June. Like daaamn. Anyways thank you so much for the help guys. But can you try to recommend me another GPU. I do play games like rust all the time but I’m more focused on a GPU that’s gonna help me with editing videos and game development.

Maybe try getting a warranty replacement of your GPU, to save some Money.
