Getting it at 2560 by 1440 in fortnite and just browsing in google. ran an fps checker as well.

At what settings? If you have everything turned up to max settings, including Lumen and Nanite, then 20fps at 1440p is what I would expect from an RTX 3060.

Also, is this an average FPS figure when playing, or just occasional dips to 20fps?

I play on medium settings and it averages out at around 10-30 fps. It was getting over 200 a week ago.

DDU - Display Driver Uninstaller

Short video about how to use it:

It uninstalls GPU drivers of choice. So you need to reinstall the drivers after restart...

I would second trying DDU. It stands for Display Driver Uninstaller. It's a piece of software that should be run in Safe Mode on your computer. It will completely remove all graphics drivers and settings (that you select) that could be interfering with your GPU, so you can install new drivers totally fresh.

I did uninstall and follow all the steps in the video and it seems to not have done anything.

All of that looks perfectly normal and expected for an RTX 3060 12GB. Your drivers are up to date. I'm not seeing something that jumps out that could be an indication of a problem.

The card is only running at PCIe 1.1 speeds, but that's normal when idle on the desktop as a power saving measure. I would guess if you put the card under load, it will go up to a higher PCIe gen. It seems the card is detected as a PCIe 4.0 card.

There doesn't seem to be any reason for your RTX 3060 to perform worse than your old GTX 970 that I can think of.
