What does he want to do with it?  Resolution?  Games?  Other apps?

 

I wouldn't pair a 5800X with a 4070Ti, but I would if I needed productivity.  4070Ti isn't a great value.

 

So it's a decent PC, and it's a not good PC.  Depending.
