This phenomenon is called "bootlooping", and can be caused by many things, such as a corrupted BIOS or faulty hardware.

A first step would be to perform a CMOS reset. To do that, unplug the PC from the wall, locate the CMOS battery (coin cell) on the motherboard and remove it. Wait 5-10 minutes, reinstall the battery and test the pc. This will reset the BIOS to factory settings, maybe it fixes your issue.

the pc doesnt show anything on the monitor screen when it turns on and off, is it still considered bootlooping?

Yes. It constantly tries to boot, fails, tries again and so on and so forth. In short, it´s stuck in a loop.
