Just installed my new sapphire pulse 6700 xt and after sitting in the lobby on fortnite for a while, it started having what sounded like coil whine, which went away and turned into slight rattling. Should I be concerned? I've heard that you have to break new gpu's in and they'll make those noises, but i just wanted to make sure.

Coilwhine is normal, it may go away and it may not.. Most likely not. Coilwhine does not affect the lifespan of the product and is completely harmless, its just annoying.
Rattling however could be a faulty fan bearing. 
Try to record the sound.  🙂

Since its brand new and ive only had it installed for about 2 hours im assuming (hoping) it'll go away

Alright! Try to record it and if it starts to rattle, you can stop the fans with your finger ( It won't hurt you or the GPU, unless they go at 100% of course )
If the rattle stops when you hold the fans, it could be a loose screw somewhere that is rattling due to vibration or as mentioned above, a faulty fan.

ok, havent heard any rattling but the weirdest thing is happening. Im playing RDR2 and itll slightly stutter. I look at the sky, and the coil whine goes away, i look forward and it comes back. I was playing Miles Morales before any of the noises and i had no problems. Could this all be a driver issue? Should i restart my PC or use ddu and reinstall drivers?

Coilwhine can vary depending on the FPS or scene in a game. This is completely normal behaviour.
If it is infact just coilwhine you are hearing then no amount of drivers, DDU or things like that will have any effect.
What could make a different is locking the FPS to 60fps the game, less FPS = Less high pitch coilwhine.

TImestamped an older LTT Video, you can hear how the coilwhine changes by Linus just looking around at different things in the game.

Yeah after a while the whining got just a little quieter but now im getting heavy stuttering and at one point it flashbanged me with my desktop screen really quick. It's not even using half of the VRAM at 1440p ultra settings, not that it could make a difference right?

After a while, the whine got significantly quieter, but its still audible, and i haven't heard the rattling yet with my gpu maxed out at 78 degrees and 1300-1600 rpms on the fans
