Task Manager Power usage issue.

Hello everyone. I have recently built a new pc and whenever I try to boot up my pc or open up any program on it. it will causes my pc to lag for a few seconds and or other times will reboot itself. When I open up task manager it shows different programs having high to very high power usage for a spilt second or two at random times and that's when the lag or random reboots occur. Sometimes it will be google chrome, sometimes system or it could be something completely different on task manager. When I try to open up steam my whole pc goes to a snail crawl and I can't access anything on my steam library and I have to shut it down.

Every single part on my pc is brand new. I have installed fresh drivers for my gpu, Motherboard and updated Bios to the most recent version. 

My Pc specs.

Motherboard: Asus Rog Strix B550-F Gaming Wi-Fi II.

CPU: AMD Ryzen 9 5900X Processor.

GPU: Gigabyte GeForce RTX 4070 Ti Gaming OC 12G Graphics Card.

PSU: Asus Rog Thor II Platinum Modular 1000W Power supply.

CPU cooler: Asus Rog Strix Lc II 360 ARGB AIO Liquid CPU cooler.

SSD: Samsung 980 Pro 1tb M.2 NVME SSD.

HDD: WD 6TB Blue HDD.

Case: Thermaltake Core P8 Tempered Glass full tower Pc case.

RAM: VENGEANCE® RGB PRO 32GB (2 x 16GB) DDR4 DRAM 3200MHz.

DOCP enabled in the BIOS?

I have just enabled it in the bios. It did not seem to fix my issue that I have with the power usage on the task manager.
