CPU Swap Not Booting

I have a Ryzen 3500 that I got from an old prebuilt, and recently wanted to upgrade my CPU to a 5600G. I found a really good deal on eBay from a seller with high ratings and free returns, but today when I tried replacing the CPU it would get stuck on boot, getting stuck on the Asrock loading screen. I have a Asrock A520M-HDV with the BIOS on P2.10, so that shouldn't be the problem. I also reinstalled the old cpu and it boots just fine. I checked the pins and they look fine, my PSU is a 650W so I doubt it’s that, the BIOS menu recognizes the CPU, and I am able to go to the BIOS settings, but after that I'm just stuck on a infinite Asrock loading screen. Is there something I missed, or can I go ahead and say it's the CPU and start the refund.

Use your old cpu to update bios to latest version and then install new cpu. You require P2.30 or higher bios. 

I don't have a USB stick on hand so I'll try tomorrow, but the motherboards website says it should work past BIOS version P1.60 when looking at the CPU support list chart.

It’s still stuck on the logo screen. Updated to the latest version P3.30 and ensured it was updated via BIOS menu. I waited for an hour and it wouldn’t budge. I again double checked with my old CPU and it booted fine and quickly on the newer BIOS version.
