Massive stuttering pc

Good day, I have had my PC for 3 years now and since the beginning I have experienced very bad 
stutters in almost every game. 
I have had every part replaced under my warranty and it won't go away. 
I have also put new windows on it 10 times. I have a:
 ryzen 9 5900x
amd 6900xt
msi tomahawk b550
4x 3200 8GB RAM
1000 watt power supply.
I have really tried everything except a high end motherboard, could that solve the problem?

Don't think the motherboard is the issue, did you try with 2 sticks of RAM?

yes, I even bought 2 more because I thought that was the reason.

What kind of stutters do you experience?

What's your CPU and GPU usage then?

its like this and gpu usage is like 80% and cpu usage arround 50%

Well I can't even notice any stutter... Plus it's a MP game, stuttering can come from the server and you can't do sh#t about it

Pls use a solo benchmark/game

huh how cant notice i see it very clearly?
and its from every game even singleplayer.

Well screen kinda freezes when you open your chute, but that's expected lol !

The latency and fps don't seem to ever drop (but hard to  be sure there's no chart)

Are you sure it happens outside of MP games with possible server related issues ?
