PC build recommendation

Budget (including currency): 35,000-40,000 PHP or 700 USD

Country: Philippines 

Games, programs or workloads that it will be used for: Spiderman, FPS games in general, Java and python IDEs.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Mouse and keyboard sorted out, planning to buy on the first week of december. Resolution and refresh rate wise, ill take anything that fits within the budget may it be second hand or brand new, since i dont play competitively anymore i dont think 144hz would be my priority since i would love a dual monitor setup.
