For anyone else looking for something along these lines, Reolink is a good brand.

I have had no issues with their cameras in many years of using them. Most of their models can be POE-powered, have an SD card for local storage recording, a good mobile app that has notification features, and even a Windows client program to view your cameras. Everything is subscription-free.
