Hello everyone. I have just built my new pc a few days ago. Installed all the drivers for my motherboard but not the latest drivers for my Graphics card as It has caused my pc to lag out and screen to glitch out too. So I am using the drivers before that on GeForce Experience . All the parts are brand new expect for my GPU which I took from my old pc into my new one Because my old one broke. The issue I have is that my GPU will very rarely run any of my pc's games Just fine (Dead by daylight for one) with high FPS reaching to 120 frames per second and low render latency. But after I shut down my pc and boot it up later. My GPU has had low frames and High render Latency. Frames reaching to 40 or 50 while render latency is at 40 to even 50MS. I have Checked my temps while gaming and I am only reaching 55 to 60C on temps with my GPU. I checked on Task manager and saw that a hundred percent was being used when I started playing a game. I have checked the cables and made sure all the dust is off my GPU and now I have no idea why it's doing this. The fans on the gpu also stop spinning every second time I boot up my pc and it just causes my GPU to heat up. I have tried MSI after burner and it did allow me to control The fans themselves twice but Now I have not been able to control the fan speed or curve at all after the second time which was a day ago. I have uninstalled and reinstalled as well as shut down my pc and boot it back up and nothing so far has worked.

My specs for my pc are as followed.

Motherboard: Asus Rog Strix B550-F Gaming Wi-Fi II Motherboard

CPU: AMD Ryzen 9 5900X Processor

GPU: PNY GeForce RTX 3080 XLR8 Revel Epic-X RGB LHR 10GB

PSU: Asus Rog Thor II Platinum Modular 1000W Power supply

CPU cooler: Asus Rog Strix Lc II 360 ARGB AIO Liquid CPU cooler

SSD: Samsung 980 Pro 1tb M.2 NVME SSD

HDD: WD 6TB Blue HDD

Case: Thermaltake Core P8 Tempered Glass full tower Pc case

RAM: 32Gb

I Apologize if this is not enough info to go off of and I will provide anymore info if needed. Any help will be Highly appreciated. thank you for taking the time to read.

Did you install a fresh Windows from scratch or some sort of carry over? Do the fresh install everytime you change your whole PC. If you've had a different graphics card in there before this one, then use DDU in safe mode to clean up any potential issues. You should be able to use the latest driver as there are no such reported issues like the one you've described so something else is off in your setup given the fact that you have other similar problems going on

I did do a fresh install of windows and I ended up using DDU and installed the newest Drivers from Geforce. Yet the issue I am facing is that when my pc opens up any applications like discord or google chrome. The pc starts to lag. I checked the task manager to see any problems there and random spikes of very high power usage will appear on any random app and High spike use of GPU will also appear when my pc starts to lag or freeze or my monitor will just not show anything for a few seconds.

What BIOS version is on the motherboard?

The ram is VENGEANCE® RGB PRO 32GB (2 x 16GB) DDR4 DRAM 3200MHz. 

it is running at a speed of 2133 MHZ at the moment.

I have just brought a new GPU as I was told from a tech employee I had out at the house that my GPU I was using was busted. 

My new GPU is a Gigabyte GeForce RTX 4070 Ti Gaming OC 12G Graphics Card. 

The Bios version on my motherboard is American Megatrends Inc. 3404, Date for it is: 7/10/2023

it is the most recent Bios version on the motherboard. I just updated it myself. 

Now I have a new issue. Random programs will spike high to very high power usage on the task manager. It could be google chrome or systems or something else. and it will spike at random times. Causing my PC to lag a bit or randomly reboot as well. When I try to even open up steam it causes my pc to go at a snails pace.
