No it is not grounded (I think all outlets in my house aren't). Is it absolutely necessary for outlets to be grounded properly or is it more like an extra safety measure?

It is a safety measure so you dont die when thing short basically

Or well cause residual electricity like it is for you now

Not having grounded outlets is genuinly a safety harzard for you and appliances you have. Mainly you tho

When I touch my PC case and simultaneously touch the radiator in my room with my other hand, I feel continuous electricity through my fingers on the radiator, when the PC is turned on but also when it's off (and plugged in). When I touch the case alone I feel nothing at all.

I've had this PC for a few years now and I think it's always been this way.

Is this simply normal, or if there is something wrong with my PC/PSU?

PSU: Bitfenix Formula Gold 550
Case: Sharkoon V1000

Thanks

The outlet your PC is plugged into may not be grounded properly. An outlet tester will tell you, and should only cost a few bucks at a hardware store.

I sold my soul for ProSupport.

Also, some devices require proper grounding to operate correctly, devices like UPS-es, not having ground when using them might cause fires or other damage.

Any device with a ground pin on the cable should be used on a grounded socket.
