Just a headsup, this does not happen to ANY other game but CS2, whenever I play CS2 it goes good, no stuttering no nothing but then randomly the game freezes and then I have to close it because it is unresponsive.

Once again none of this happen to any other games I play, I get a good 100fps in CS2.

I have reinstalled the game and have also verified the game files in steam, but yet no fixes

Try disable full screen optimization by right clicking, properties and compatibility and set CS2 as high priority is task manager. Don't know if this will work. I had trouble with minecraft like this low fps when full screen and random freezes until I did this. Since its only the one game it can't be your gpu drivers, so it has to be the game itself or some setting.
