so i have got a dell lattitude 5530 with i7 1255u and 32 gb ram, iris xe graphics .now the problem is my cpu is way underperforming and like it should be at avg 4 ghz but averages 3.4ghnz of no load and 1.6-2.1 ghz with almsot full usage.can anyone tell me settings to fix this .maybe some bio settings ( i cant seem to figure them out ) and also in windows settings. i would appreciate the help

Go to control panel and battery settings. Check if your settings is on balanced or high performance. If it's on balanced then you have to set it to high performance. Though it will draw more power and cause your battery to drain faster, it will stop your cpu from throttling. Give it a try and tell me if it works. If it doesn't work or if the settings is right, then if your cpu is overheating it will throttle itself to cool down.

its on high performance but i have noticed something the max clock i am getting in gta 5 is 1.6 ghz and its at 40% usage. this has to be a software issue

How is the perfomance of your games good, is it running smooth? Do you also have software to check your FPS? I noticed you have 10 cores, so it could be that the workload is being split and thus lowering the overall speed that you see. You should try burn in test software to see if you can get more cpu usage and if the issue persists. Passmark burn in test software is what I use.
