Is it receiving power from your PC?

CPU: Ryzen 7 7800X3D [-30 PBO all core]

GPU: Sapphire AMD Radeon RX 7900 XTX NITRO+

Motherboard: MSI MAG B650 TOMAHAWK WIFI

RAM: G.Skill Trident Z5 NEO RGB 32GB 6000MHz CL32 DDR5

Storage: 2TB SN850X, 1TB SN850 w/ heatsink, 500GB P5 Plus (OS Storage)

Case: 5000D AIRFLOW

I don't understand. Powered USB hubs generally have a mains AC adapter, yes it needs to be plugged into the wall so the hub gets external power. It also needs to be plugged into your PC via the included USB cable.

Where were you expecting it to get power from?  It comes with a plug for the wall since it doesn't get enough power from the PC thru USB.

And there's no safe, proper order to do it if that's what you're concerned about it.

It can be plugged into wall first, and then PC, and other way around. Does not matter.

 

USB is a smart protocol - it will only pull the power it needs. You're not going to surge the devices if you (un)plug the AC power during operation.
