A problem with fast startup

So I recently just updated to Windows 11 and immediately had problems. The problem is that my PC won't shut down properly. When I click my start menu and then press shutdown, it goes to the shutting down page and then it turns back on again. I repeatedly do it but the results are the same. Then, I turned off the fast startup and it immediately fixed the problem but there is another problem. When I turn off fast startup I realize that my PC startup is much slower. Is there away to fix my problems?
