My RTX 2070 SUPER GIGABYTE Windforce 3x, after repasting it's been getting these slight flickers and artifacts that lasts for about 0.1 seconds when  you do things like clicking on a new tab, clicking on a youtube video or even just at random with any web page. it's hard to recreate right after it's happened, but itll probably be repeatable after about 1-2 hours. it's not a big problem but is this a sign of failure? my gpu is at 60c at 100 percent load, 40-50c with no load, and these artifacts never happen when the gpu is under stress from playing games or other intensive use case. the gpu has worked fine no problem, and the only possible way that this has started is when i started using the gpu in a legacy build of windows and when i repasted the gpu. the gpu is super quiet and has very low temps so i'm just not sure what the issue is or even if there actually is.

Why are you using a legacy build of Windows?

no clue, old version of windows that i had was messy af and i went to reinstall and it just gave me legacy for some reason, it's a huge pain in the ass to get it to uefi, i've done it before so honestly no clue

dot on the die, pressed it down and then tightened the cooler. i also did break one of the thermal pads but i just put it on the side that was destroyed, is that a issue i need to worry about?

It's important that the entire die be covered, it's not a CPU with a IHS. A GPU can have spots that die if they overheat. GPU coolers have less pressure than a CPU cooler to spread paste with.  

 

This doesn't mean your "dot" didn't cover the entire die. Just if it didn't bad things can happen. The temperature can still show as normal as long as you cover the part where "sensor" is.   I usually just spread thermal compound, but especially on GPUs.
