Bios Handoff to Windows broken?

Hi y´all,
Do any of you have had any Idea about the following Issue:

 

A Pc firstly crashed during Diablo 4.

 

Afterwards it will ALWAYS crash during Handoff to Windows.

I get a little bit of turning Dots and then different kinds of bluescreen (mostly only Parts like a small part of the screen is blue).

Once I got Stop code: Kernel security check failure

 

The System (not mine, i am only the poor pc geek in our group):

Asus Tuf Z390 something

9900kf

Some Vengeance 3200 Ram 2X16GB

Powercolor 6950XT Red Devil

Seasonic Prime PX-1000

 

 

What I have Tried:

Multiple bios Flashs and resets

Differend GPU and Ram

CPU reseat

Trying to boot from a Windows-install-stick (same problem)

 

Most things multiple times in different orders

 

 

I built this system around 1,5 years ago and so far it worked fine.

 

I am kind of clueless.

I cannot test fifferent cpus or boards because i dont have anything matching.

 

I am happy for any hints!
