Pc not booting

Edit: I just unplugged it and plugged back in, it turned on automatically, and it's the same thing, fans spinning but no display output, and peripherals don't light up

 

edit 2: i replaced my linux ssd with an old windows one, and it booted fine, tho it wouldn't let me log in but whatever. After i replaced it with my linux drive, the pc turned on and off like 2 times, and after that it just worked

I'm using the latest Linux mint version, and just pressed "shut down" , and my peripherals did turn off, which I can see by the rgb, but my pc is still on, with light and the fan spinning, with no display output. I tried holding down the power button, but even that somehow doesn't work. Can I do something besides just plugging it out?
