pc booting problem

my pc recently has been acting up
such as:

when booted, fans go to 100%, no monitors go or any other type of hardware, sometimes it beeps, power is going to the gpu as it has a PALIT (i know) light on it which is green.

this has happened 3 times now, one of them being in the middle of just using my computer normally
i have been getting powercuts recently (not because of the pc) and sometimes i do shut off by switch (like the plug) if the computer does have an issue which wont let me shut down.

its a pc specialist prebuilt thats been on my floor for around 3 years not treated well i'll be honest

 

yes i have cleaned it out with compressed air many times

specs:

palit 2070 super oc

i7 9700k

16gb corsair 3200mhz ram

asus h310 mobo

Might be a problem with the PSU. Do you have the BIOS settings at stock? Try updating it as well.
