Weird Network Issue

Every once and a while, I find myself needing to perform a network reset within windows to get above 500mbps. I'm not sure why I would need to do this. Has anyone encountered this before, and if so, what was your solution. It just seems like such a weird problem I can't seem to wrap my head around. Applying the network reset is obviously temporary and doing it is rather tedious honestly and I'd like to find a way around this problem.
