Ok so I am a graphics designer and i don't have the best pc but i am running


Processor    AMD Ryzen 5 5600X 6-Core Processor  4.30 GHz
Installed RAM    16.0 GB
System type    64-bit operating system, x64-based processor

Graphics Card NVIDIA GeForce GTX 1650

 

and there has been a recent issue 

 

I noticed my pc was making strange noises so I did  a "windows memory diagnostic test" it said i had no issues 

 

but if you see here this is my performance monitor "first image" and then this is the external sound it is making 

 

and then in the video you can hear that clicking noise a noise like it's getting louder then that click noise takes place and it constantly does it

Your performance monitor doesn't show anything notable. It looks like what I would expect when the PC is sitting basically idle. You know that your CPU and GPU don't just run at their maximum clock speed all the time, right? 

 

Sounds like you have a wonky fan or something and now you've gaslit yourself into thinking there's some problem with your core components. Is there any actual issue with the system's performance?

 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

ye i know it doesn't run constantly but i have clocked it in the bios and my bios says it is running about 2000mhz which it should be but when i am looking through a software on the desktop it doesn't it says the number that is showing up in GeForce experience also another thing when i am doing my graphics design if i try run a video with high end particles etc my pc shuts off out of no where

nothing is wrong with the fans checked all of them cleaned all of them added thermal paste to my cpu 

although my gpu fans stop spinning every now and then but i thought it was cause it is a old gpu

"Looking through a software" probably isn't utilizing the CPU enough to make it clock up.

 

The screenshot shows the CPU at 2% utilization. It's not surprising it's clocked down just about as far as it can in that situation. 

 

What are the clock speeds if you actually utilize the CPU with a stress test like Cinebench?

All modern GPUs turn off their fans when they're not under load. 

see how they randomly drop out of no where got nothing running in the background or anything

use cinebench to stress the cpu and test the clock speed.

Clocks dropping to minimum when your PC isn't doing anything is what's supposed to happen.

Ouch. Thats def a low end unit, made by HEC, with only a 2 year warranty and UP TO 85% efficiency. Def not too inspiring with a 2 year warranty. If i were you, id unplug that psu and buy a decent one and install it before i blew up any parts cause these types of psu's you are running now are nicknamed gutless wonders for a reason. PSU is the heart of your rig, if its junk it turns all your parts into junk, whether figuratively or literally. You have to be able to deliver clean, precise and efficient power to PC parts because the tolerances are so fine anymore.
