Reboot iPhone while Restore?

I have an iPhone 6s which I was setting up today and now it’s stuck an the Apple logo showing the bar which is nearly finished. It said that it’s completed and then it rebooted to the Apple logo, which, again, it’s stuck at. Should I risk a reboot?

Then you don't really have much choice. Go ahead, force it to reboot, then put it into recovery mode again and do a tethered-to-itunes reinstall of iOS.

Connect iPhone to PC with iTunes open, hold home and side button (sleep button) at the same time until apple logo appears AND CONTINUE HOLDING until recovery mode screen appears, then, restore via iTunes.
