RTX 3090 Performance Problem

So basicly I just got my 3090 fe and while it's doing as expected on 3D mark it seams to under perform in almost any game I tried it in. (basically fps low) 

 

Specs:

3090 fe

Ryzen 7 3700x

Corsair 650W (I've already ordered a new one) 

Asus B550M PLUS

Corsair 16 gigs 3200MHz

If your 3D Mark score is correct, then that suggests there's no problem. The card under performs when compared to what? What games and settings/resolution?

For example I get about the same fps that I did with my 2060 on cs. BTW when I say it under performs I mean compared to the framerates others are getting.

Have you properly installed the new care and got rid of the old one?

By "CS", do you mean counter strike?

By cs I mean counter strike, and yes, with the same CPU/RAM
