Black screen,

Hey all, was curious if anybody would know why when I first turn my PC on it will turn on and then go black and then come back on? I was maybe thinking it's my PSU as it is making a awful coil wine but I'm not sure, plays games well PSU is a EVGA GQ 850, GPU is a 4070 TI, monitor is a AW2720HF, thanks!
