I want to how much cooling I would need for a Ryzen 7 7800x3d. I'm gonna build in an itx case but I don't know if something like the Noctua NH-L9a would be enough to cool it since I might not have a not room for a bigger one.

Your eyes must be pretty wonky. It says right there in plain sight in both your pic and your link that it cannot handle it.

Thermalright has you covered.

Low-Profile – Thermalright

Edit:

I would look at the 6 pipe coolers.

AMD R9 9900X | Thermalright FW Pro Black, 3x TL-B12E | Asus Strix X670E -F | 64GB G.Skill 6000C26
Zotac 4070 Ti Trinity OC | WD SN850, SN850X, 2x SN770 | Seasonic Vertex GX-1000 | ProArt PA602
Adcom GFP-345, Adcom GFA-555, S.M.S.L D1+PS100, Cerwin-Vega! CLSC-15, Monster HDP-1800

65W is technically the power consumption and roughly translate to that in heat, but the inherent insulator nature of X3D chip and how XFR works, you still want to overspec your cooler if possible to get as much performance at stock and Curve Optimizer undervolts. Whats your desk size constrains?

For my current pc I have a separate table but I'm gonna build a new pc in an itx form factor. I'm most likely gonna be building in a Dan A4 H2O since it fits a dual radiator for the cpu.

Seriously, even Linus with multiple writer have issue trying to squeeze A4 H2O to its max config, if this is your first time please set your expectation lower. I would recommend mATX or ATX mini tower instead, that would be easier to build in.

I already know that it's hard to build in. It's the same for most itx cases but I'm definitely prepared for it because I really want a small pc.
