I'd go with the 7900XTX and stay at 1440p.

 

4K at 28" isn't much of a benefit over 1440p 28" with all the bells and whistles on.

The memory modules are intended for AMD systems and have EXPO data. As far as I know they lack the XMP data needed to easily run at advertised speed and timings with Intel CPU.

 

It's a bit confusing. The GF A3 is a Tier B PSU. Use the GF3 instead. It is a Tier A model.

 

Seven fans total seems excessive. Even five fans is going to be difficult to balance. Personally I'd start with stock and only add more fans if temps were not good.
