Looks pretty good! The cooler comes with pretty decent thermal paste already, so there's no need to buy a separate tube. I'd suggest buying a 7900xtx instead of the 4080, it's similarly performant and about $150 cheaper. Spend the money you save on a better monitor to take better advantage of your sick new setup!

 

Edit: 4k is definitely doable with your budget, so take that into consideration as an option. As far as monitors go, oled is probably not doable with $400 unless you go for a tv as a monitor, so look out for a nice IPS-panelled monitor - maybe higher refresh rate, maybe better colors, etc.

Sorry if this is a dumb question, but if I were to switch graphics cards, would I have to swap other components to match?

Nope! As filpo suggested, for productivity, a slightly faster processor might be ideal, but what you have there is perfectly functional - depends on what specific workloads you are performing, and how much you prioritize gaming performance vs productivity. For pure gaming, the 13600k you have there is a good match for either the 4080 or 7900xtx/xt.
