If you were running a Ryzen 1200, I'm guessing this is a rather old motherboard. Is it updated to a BIOS that supports the 3600? 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

He said one of the GPU fans spins up so I assumed he put the GPU back in.

Hello, 

 

I would suggest popping the old cpu back into into motherboard and seeing if it will post like it used to. 
 

If it does post then I would suggest checking for the latest bios driver on the motherboard’s manufacturer’s website and installing it as they bring new bios out every couple of months normally.  
 

If the old cpu also won’t boot how it used to it could mean that the new cpu bricked the board. (unlikely but possible) 

 

If it does post with the 1200 then it could also mean that the 3600 you have could be defective.
