4090 not performing as expected

So this 4090 is paired with a 5950x i play at widescreen 1440p and the performance is not nerly what i expected i ony get 60-70 fps in tarkov at higher settings apex plays at 140 im not sure if somethings wrong with the card or i may just be dumb im not sure i ran a 3dmark and my score 19,000 32gb gb ram i cant figure it out perfromace isnt what i expected for this card also its an msi card and i have an 850w gold+ psu
