This is normal, PBO is intended for if you have a good CPU cooler.

 

What CPU is also relevant, as Ryzen 5000 and older would not be recommended to run that hot but Ryzen 7000 (except the X3D models) is designed to run at 95C, though it doesn't hurt to use a better cooler to keep it lower.

What cpu?

Pics of the cooler?

 

95c is only a concern when cpu volt is >1.3v, otherwise it can be ignored since your cpu wont always hit those temps

 

if this is from a zen2 or zen3 chip upgrade your cooler cause 4.1ghz is pathetic, bet even an old 775 copper core you can dumpster dive or buy for a $ or 2 would outperform whatevers attempting to cool that chip let alone a proper 4-6 heatpipe 120mm tower around 20-30$

It will start pulling clocks back long before you hit 95.

 

Avoid 4 pipe coolers.

 

Try not to let it go that high.

 

And if you really get into trouble, the PC will reboot when the CPU is actually overheating.

As for the voltage, it remains between 0.985 -> 1.1xx volt (the max i have seen is 1.2 volt)

Replace the garbage wraith stealth for a 20-30$ 4-6 heatpipe tower like the se 214 xt or assassin king/burst assasin

5600X is pretty easy to cool, should be ok with pretty much anything 🤘
