Nvidia shield pro 2019 automatically turns on when switched on at the mains?

I have turned off the HDMI - CEC settings on my tv and on the shield however when I turn it on at the mains it keeps turning on. What settings do I need to change to prevent this.

I don't have a Shield, but if you can't find a better (free) solution, you could get something like this.
