A few changes to your build to consider such as a case with far better airflow, a psu with PCIe 5.0, full size ATX board with better VRM's, etc ..

I won’t be buying this until about 2-3 months from now but I just wanted some feedback on any parts I could switch to that offer little to no drop in performance but could be slightly cheaper or just any general ways I could improve this build.I’m aiming for top of the line tho so the 4090 is a 100% buy.

Games, programs or workloads that it will be used for: 1440p and 4k gaming

I'd say this ticks all the 'top of the line' checkboxes today. Not sure what it'll look like in 2-3mo. 
I think you could save $50 and get an air cooler since I don't think you can OC the 7800x3d on that board. 
I have two of the RM1000x and they are my favorite power supply I've used by far. Watch out for a sale and depending on how hard you wanna push the 4090 you could probably drop down to an 850w and undervolt the card but that would only save a small amount. 

I daily a 7800x3d with a 3090 FTW. Personally the 4090 doesn't seem impressive enough to drop another $1800 so soon to upgrade so maybe consider a 3090ti or 4080. Top of the line looks shiny but you could easily spend less and have like 95% the same experience.

I do agree somewhat but the last pc I bought was back in 2017 (gtx 1070) and I wanna go all out so in like 4-5 years all I have to do is upgrade the gpu and it’s good to go.Thank you for your reply 😁

Alright fair point maybe "95%" wasn't totally accurate but the 3090ti/4080s are a bit cheaper on the used market and do get you pretty close. 

It's worth looking into if the budget isn't unlimited and you want 4k gaming.
