Hyper-V memory issue

I seem to be getting a error in Hyper-V where it is saying that I basically don't have enough memory for the VM even though my physical memory is 32gb while I have assigned the existing VM has been allocated 16gb. I should also note that I have another VM that is also allocated 16gb but is not running. The vms are arch and kali linux, host os is windows.
 

My PC specs are:
msi z690 edge wifi ddr4
intel core i7 12700KF
nvidia rtx 3070ti

corsair vengence ddr4 32gb 3600Mhz RAM

here is the error code and additional info screen shot as well as my task manager readings:
