Might you have accidentally connected your monitor to a mobo DP/HDMI port rather than the 2070s?
[no iGPU in the 5600X, but there's likely still an associated mobo I/O to accomodate other CPUs that do?]

Tried pulling, inspecting, and reseating the GPU?  [honestly can't say exactly what to look for...besides maybe something obvious like a cracked board near the PCIe interface?]

Could be barking up the wrong tree looking at the GPU, but it does seem like a reasonable first target for troubleshooting.  If you have an old/spare or friend's old/spare to test out it would help you hone in on the issue.  Similarly testing a different monitor would allow you to confidently remove that variable from the equation.

Are you sure you plugged your monitor into the correct port on your gpu and not mistakenly into the motherboard hdmi? 

Yeah no bios. I'm sure the cable is plug in the right port.

Gpu fans spin up? Is the pcie power cable connected to gpu on both ends? (gpu and PSU sides) 

Do you get any post errors from your mobo? either beeps or a light on the board? Usually at one corner there will be a few LEDs that indicat VGA,CPU,RAM.... any of those illuminated?

I tried different pcie slots, different montiors and cables. The only things I haven't tried are GPU and motherboard since I don't have spares.

GPU fans did spin up. My motherboard only has a buzzer but I am not hearing anything abnormal

 are there any abnormal lights? if the computer doesnt POST its supposed to have LED to indicate what the problem is.
You could try removing all but one stick of Ram in the furthest ram slot to see if that helps it POST.
