Other details: My old rig is old and broken and I wish to get a new one

 

I want to build a new rig and before ordering I wanted to get some input on the parts I chose. Currently I thought about these:

CPU: Ryzen 7 7800X3D
Mainboard: ASUS ROG STRIX X670E-F
CPU-Cooler: Noctua NH-D15
RAM: GSkill Dimm 64GB DDR5-5200 with 36CL Timings
GPU: Gainward RTX 4080 Phantom
Storage: 3x WD Black SN850X NVMe SSD 2TB
Case: Fractal Design Torrent Black
PSU: BeQuiet! Straight Power11 CM 1000W

I have a few questions regarding a few parts of this build.
I watched a few reviews for the mainboard and it was mentioned that some? PCI-E 5.0 slots shares its lanes with the GPU causing

the PCI-E slot for the GPU to run at 8x speed instead of 16x. Is that correct? If so, how many or which slots can I use to not throttle the GPU? I checked the manual on the asus website but nothing was mentioned there.

The 7800X3D seems to run really hot, is aircooling with good case airflow good enough? As Mentioned earlier I don't plan on overclocking.

Also the 7800X3D seems to break easily when AMD Expo is used. First I went with DDR5-6000 RAM which was mentioned as supported in the

manual of that mainboard but with an (OC) tag behind it which I assume means it will only run at 6000 mhz if the AMD EXPO settings are enabled. At which clock

speeds do these ram sticks run if EXPO is disabled? Because I just want a stable system without too much fiddling with clockrates and voltages I was wondering if

I can just stick to DDR5 5200 RAM as it doesnt have the OC label in the manual. Will I lose much performance when going this route?

 

Also I have read how the 7800X3D doesnt work without EXPO settings on for some people so as another option I thought of going with the 13700KF and the Z790-F.

Is that config less prone to weird behaviour? In that case the build would look like this:
