I have checked all the connections, made sure RAM is clean and pushed all the way in, done the paper clip test to check PSU and it's fine. I have the same issue when RAM not plugged in, sonit isn't a problem with the RAM.

Take the board out of the case. Try booting with just cpu and heatsink, power attached to mobo. Short the power pins with a screwdriver to get it to boot. If it still does the same thing, you have a bad cpu, mobo, or psu. Most likely motherboard or psu.

 

From there it is hardware roulette to find the issue, or take it to a shop where they can test the components.

 

If it boots and you get a ram error, install ram and try again. Then put it back in the case. Then attach front panel headers. Etc. one change at a time until it fails again.
