Budget (including currency): 800-900

Country: US

Games, programs or workloads that it will be used for: Elden Ring, Call of duty. CAD/solid works/Autocad and school work. 

Other: I would really like a small for factor  pc that can run 1440p at high refresh rates. The plan for this pc is to buy every everything but the gpu. So that budget is without a gpu. I plan on getting a good one around 6 month from now. I currently don't have the need for a gaming pc but do want to transition into gaming on pc in the future. I want something that handle all my cad software and my other work demands. The plan is to spend around 500-700 on a gpu in the future so a build that can handle that. Thank you for any suggestions!

Why not wait until you get that money 6 months from now? 14th gen Intel and the rest of the Radeon 7000 is slated to launch at that time frame, and maybe we would get the answer to 14th gen in Ryzen 8000 series too in CES or early february press conference. And besides that, stocks of products and deals shift all the time, what is good in terms of supporting product (coolers, case, PSU, storage) now could be different later on.

The reason that I would start it now is that I do need a pc to work on for now my old pc just recently died.

Got it. Is it a prebuilt or is it also a custom? We could salvage a few things to cut cost. But yeah, to me SFF on a budget is just mATX. So this is an mATX configuration that would still be pretty compact.
