Games, programs or workloads that it will be used for: gta rp, csgo, maybe some warzone, cod, and streaming.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I would like for it to have decent rgb but still not a focus, built in a neo qube case, also looking for a decent mic, headset, and 1440p 144hz monitor. you dont have to include peripherals in budget just looking for suggestions

Are you comfortable building your own machine? If not I'd suggest something like Build Redux for a prebuilt. They have some options around your budget that should work for you nicely.

There are plenty of tutorials available, and frankly it's not *that* hard provided the case you use is easy to work in. Gimme a few and I'll see if I can't come up with some recommendations.

would there be a big difference in 5000 series vs the 7000 series cpu, also would 6800 gpu be enough for 1440p

There is a big difference between the 5000 and 7000 Series. I did some research and I found out that the Ryzen 7 7700 is just as good as the 5800X3D if not just a smidge better. Here is an updated Build List. So if you go with my Build then you will have a up to date PC and it already has some room for upgrades if you ever wanted.

 

The 6800 is perfect for 1440p Gaming.

Showcase aesthetic on Neo Qube takes a bit of money to invest which is hard on 1500$. I would prefer the Montech Sky Two instead, which uses the same Showcase archetype but with all the fans pre laid for 100$.
